Governments do not lack ambition. They develop strategies, set priorities, and commit to improving the lives of their citizens. The harder challenge is turning those priorities into results.
That is where Nexum Analytics comes in.
We believe sustainable development depends on the quality of the decisions governments make about public resources, and their ability to implement those decisions effectively. Governments need to understand their fiscal realities, allocate resources strategically, finance their priorities sustainably, and build systems that translate policy into delivery.
This challenge is particularly acute at the subnational level, where local governments turn national priorities into the services and investments that directly shape people's lives. Yet they often operate with limited fiscal space, competing demands, and constrained institutional capacity.
Nexum works at this intersection of evidence, public finance, and implementation. We combine rigorous analytics with practical support to help governments and development partners make better decisions, strengthen public institutions, mobilise and manage resources, and improve the delivery of public programmes.

We value precision over volume. Our work is grounded in economic logic and structured thinking, communicated in language that decision-makers can understand and use.

Dennis A. Richgates is a macroeconomist and public finance specialist with experience in fiscal policy, public financial management, resource mobilisation, and social sector financing. His work focuses on helping governments and development partners translate evidence into better fiscal and policy decisions, with particular expertise in fiscal space, expenditure analysis, and strengthening public sector systems.
He has supported public sector and development initiatives across Africa and other emerging markets, combining quantitative analysis with practical implementation support. His work is grounded in a commitment to decision-grade evidence, institutional effectiveness, and sustainable public investment.
Aleku Rolex is a Monitoring, Evaluation, Accountability and Learning (MEAL) specialist with more than six years of experience designing and implementing MEAL systems across complex development and humanitarian settings. He brings extensive experience working with national and international organisations, as well as central and local government institutions in Uganda.
His expertise spans programme monitoring and evaluation, evidence-based decision-making, accountability, safeguarding, gender- and conflict-sensitive programming, and donor compliance. He has particular strength in translating evaluation findings and programme data into actionable insights, strengthening institutional learning, and building effective partnerships with development stakeholders. At Nexum, he leads the MEAL workstream, ensuring that evidence, learning, and accountability are embedded throughout our work.
